Depends a lot on the price of plat so I guess it could be called a partial bullion coin. Look into how much plat the newer design cars are using.

If gold supplies tighten they may pull it (I guess). The mint have been so herky jerky lately anything could happen.

Look at how many computers that Dell puts out a day, and for the most part none are defective. The mint seems to be running at a 25% defective...
The mint made a change in shipping services to the current wackos that they use, so really it is the Mint at fault.

For immediate current mintage numbers keep up with Elaine's posts. She has an inside line on that stuff and is always accurate.
