I would just put the coin away and buy a new one if you need one in a slab. It's not worth the cost to have it slabbed again.

The coin is worth a dollar or two as long as there is no damage we can't see. These are very common. It's not a true doubled die.
The 1919 was once part of a lucky cent holder. It's damaged and has little value.

To me this coin is just on the edge of being ugly. It was a really pretty coin 24 years ago when I bought it. I'm not sure it would even grade 64...
