This was all done after the coins left the mint. The mint does not do any test that would explain the OP coin.
It was probably used to measure the degree of rake on saw blades.
With a bit more luster it would be 66. Pretty coin.

We can guess all day on what caused it but it's just damage.
This is a $100 coin in 64PL. Don't waste the money having it graded.

How does that work with PCGS. Do you have to crack it out or do they still do a cross at any grade?
I'm not sure NGC or PCGS will do a cross on a PCI slab. They will crack it and grade it. They used to call that "cross at any grade".

When this coin was graded by PCI, they thought the coin had very little toning. Still mostly, fresh white surfaces. Over the years those surfaces...
There have been all kinds of plastic used to holder coins. I may be wrong but believe they all outgas different stuff. Some will change the looks...
