Each bill has 2 serial numbers that are identical. When those numbers don't match, it is a desirable error.

I have 2 of these and they have those lines. I am unaware of an S over D 1979 SBA variety. That doesn't mean it doesn't exist.
It's just a "filled" S. On the 1979 there is the Type 1 filled (blob) S, and the better variety Type 2 with a nice delicate S. [ATTACH]
