I agree that the prints look really old. If I were stuck with this coin I would ask someone like @Insider if he feels the coin can be helped...
Looks like a normal cent that someone attacked with wire cutters.
Lots of finger prints. Could you see those in the images before you bought it?
At one time PCGS was known to be stricter on high grade Lincoln Cents. Getting a 67 was tough. They were also stricter on Lincolns with color/toning.
I used to use WD40 and a rag on the ones that had no value.
