I believe it's a well worn coin from circulation. It has many hits and scratches. I don't feel it is an error coin.

I found a way to figure out most of them. Some sellers on Ebay give the mint stock number in the listing.
I would leave it in the PCI holder unless you feel it will grade at 66. The old holder has a small value but a PCGS 66 would make it a winner.
