I just looked at the NGC populations for all Jefferson Nickels, here are the low end. Total:--97854 P/AG:--0 G:------5 VG:----27 F:------38
The lowball set idea has not caught on yet with Jefferson Nickels. The lowest NGC graded 1960 Jefferson Nickel is AU55.

It ain't that bad, the NGC population in MS67 is 1267/264 with only 14 in MS69. Besides, it was cheap.:D
