IIRC these labels were sold by The Coin Vault. The labels really have nothing to do with anniversaries, per se, as much as the 20th anniversary...
IMHO, the obverse isn't even close to PL. The reverse is very reflective, but it takes two sides to make a DMPL or PL coin.
