Chris, a cud occurs when the edge of a die breaks off so coins struck with the broken die will have an unstruck "blob" that includes the rim....
To be a cud the "blob" must include the rim.
Sorry but it is only a small die chip. If it was a cud it would be a blob of metal that includes the rim (which yours does not).
Just to clarify, a working HUB is used to make a working die.
