I agree this looks like damage that occurred after it left the mint...not an error. We call it PMD (post mint damage). It is also fairly common...
Some coins showed MD on parts of the legends, but in most cases it was just the MM that looked this way.
Looks like MD to me. At least I hope it is because I have tossed a ton of 90's coins, both Philly and Denver, that have MM like this.
