The "dot" is a marker,made by a small gouge on the die. It needs to be exactly the same position.
Where did you reference it? VV has none, Lincoln Cent Resource has none and Wexler has 1 but with distinctive die markers.

4th to 8th short rays appear to be doubled. But the I-B-E-R of liberty does not. Could easily be the photos though.
