Spots, I don't see any spots. The Red ring you circled is a flag attached to a flagpole and since the flag is wavy that means a breeze is blowing.
There are legitimate companies that make these. No law is being broken by cutting out a coin. These and many line them are known as novelty coins.

Looks like a '83 and that would be zinc. A bit heavy, maybe slightly out of tolerance but it's zinc.
They're silver. You can tell by looking at them. If they have silver they all wear the same. I can almost smell the silver in them.
The percentage is overwhelming in favor of the Blakesley effect and it's as @Kentucky stated, too large a coin not to show.
