It is definitely doubling but not the kind you are looking for. It is flat and shelf like. Not separated and the same height as the date.

This doesn't seem to be a lamination. I am thinking an extremely worn die and possible struck through debri.
I think it is a lamination error of some sort, possibly, delaminated before strike? Here is a reference to Laminations...

IMO Lighting is the biggest part of the battle.
To determine the fact of it being a Die gouge or pmd. I look at how much lustre might be present in the affected area. In this case I say die gouge.
Those are some pretty good pics you got there. The sunken in area, is from die wear. it is possible that you might see some of the memorial rev....
