I don't think you'd get an unc. grade out of it, or even a 58. IMHO, coins like this are fine uncertified.
Late, but I was thinking 64. Unremarkable strike and luster are kind of the norm for this date..

You need to take it out of the holder, but it looks to have seen a bit of circulation, there appears to be luster loss on the high points.
