Looks like it was eaten away by some form of acid. It's damaged. I'd save it because it's only one cent and you can see the core rotting away already.

All of your coins are MAD's. At least one side is not centered. LOL
Plating blisters or die chips. Either way is common and normal. Keep if you like as it was only a cent.
