If the loss of the lamination was pre strike, couldn't the strike be affected?
Did anyone notice the off center strike or collar issue? I don't think this is normal, the lettered edge, also has effects from the strike.

I would think that it is within tolerances, could be a slightly thick rolled planchet.
I would have to say that mine are in an PCGS OGH 65, and an NGC no line fatty 66
