I'm not at all sure that toning is gonna pass. Depending on the pic, it looks either AU or cleaned.

Seeing that the damage is evenly toned with the rest of the coin makes it less objectionable. Attractive coin to me.

Not a copper guy, but 63 sounds about right to me.
Both show parallel scratches indicative of harsh cleaning. They may look better in hand, but unfortunately the cleaning is there.
Full line under Liberty's bust usually means XF40 minimum. This coin has it. I agree, weak strike.
I went AU58. High point rub and at least one of those rim issues looks like damage to me.
