just so you know, pmd would make the obverse and reverse all scratched up if it were a parking lot coin.
it looks like a 1985.
condition is in at least xf
grade it by ngc for less fees.
the day is not passed 1982 because the penny is copper.
It is a capped die that happens when another coin is stuck to the die while striking and makes the obverse image all blurry. IT IS NOT PMD! get it...
all new quarters designs look so flat and have too much detail

probably not worth getting graded. but a cool piece of history!
it is worth about $250 in that condition. there are only about 3000 of the spoot ones known to exist!
