It's a '68-S and there is known doubling for them. Yours appears to be one of those varieties.

Your 1945 cent has received some post mint damage. It's not even close to a 3 by any stretch of the imagination but it is copper.
The top is maybe a AG-3 while the bottom one is a G-4. The error shows in both but it's hard to see in the top. Easy viewing in the bottom one.
That's verdigris so take measures to get rid of it.
