Just look at the O mintmark. You should see a small line running from left to right in the middle of the O.
I choose hippy Abe as no one had hair that long in the mid 1860's.

That's a fine response to my comment, of which I am very serious. Your coin does show signs of doubling but the doubling is normal and common....
NAV or no added value doubling. Caused by a worn die.
