It looks like it's clearly on top of the bill. Since the bill is made of cotton and rayon it may take a little effort.

In your first photo there appears to be a gouge or a scrape with metal pushed out on both sides. My first thought was a scratch from a staple.
Blurry but so don't think it's feeder fingers.
