It's damaged. Look at the rim and you can see where it started.

What annealing? It's all copper. Blurry but it looks like a silverish metal was added to the copper and now it's peeling off.

There are a number of collectors that have damaged coins. It's amazing what can be done to a coin if you put your mind to it. :)
Cents have never been clad. 1982 was a transitional year. Copper before that date and zinc afterwards. Yours is damaged.
Everyone thinks it's limited to 190,000 donit will be a low mintage. Actually there is no limit so I'm sure the Mint will make more.
