It's a small die crack. Nice but nothing real exciting.
I'm thinking it's just worn. Maybe squished.
I'm not seeing anything other than a normal cent. I've never heard of an over or double mintmark for this year.
I have no idea but I'd sure like to find out. I'd send it out for restoration.

We have the for sale forum on CT. Having the bill graded first would be a big plus. It assures authenticity and protects the bill.
