Looks like a small plating blister. Common and I see no doubling. When posting please post photos, full size and both sides.
Not sure but you are correct about those rim dings.
I know nothing of a micro O on this date. There is an overdate but not a micro O.
It's one of those symbols used to accent the letter or word. Just s very minor error. Welcome to CT.
