It's hard to say if it is something stuck to the coin,(some gunk) or if it is a carbon spot. Which is an impurity. I would not mess with the spots...
Controversial? I have a hard time seeing that as a blank of any sort. It would be a little more believable if it was a type two with upset rims....

The obverse looks acceptable as a mint error from the photos. But that reverse has me thinking that it is 100% an altered coin.
