That is just the Denver mintmark. Value would depend on condition but it is a very common coin.

It is just a Philadelphia minted coin, they did not carry mintmarks until later. Somewhere in the 80's I believe they started using a P mintmark.

You would need to post pictures. If it is truly smeared though there is very little chance that it came from the mint like this.
