To me it appears to be a packaging error. The coin itself was not in error but when the cellophane was sealed the edge of the coin was sealed with it.

It could also be damaged. The 969 are worn flat at the top and on the right side. I can't enlarge the mintmark enough to see a chip.
Hopefully you'll get it soon. Until then, I'd still consider it lost. Not trying to be negative, just realistic.
