I think you actually can't tell from a single photo, especially since no official SMS coins were released to the public in 1964, only in 1965-67....
That gouge across the steps definately disqualifies it as FS.
That's good because in 57 proofs were minted in Philadelphia and so do not carry a mm. Not until 1968 did proof making start in SF.
