The US Cent has never had a P mintmark except for an anniversary in 2017. A P mintmark was placed under the date.
Not a Doubled ear but it does look like a plating blister. Your Cent is zinc and has a thin layer of copper. It's very common for them to blister...

I went AU-58 as it appears to me to be a very small amount of rub on the coin. I just don't know as these are not my thing.
