It's a die chip that connects the top of the 9 and the 5. The coin is in an older 2 x 2.

That's not damaged, it's a very small but nice rim clip. Congrats on the find.
Looks like it's the plating on those Zinc Cents to me.
I doubt you would get a return on your money if you paid to have them graded. I'd leave them as is after putting them in a flip.
