Looks like a lamination error to me. But over time it has been damaged by several sources.
Polishing or cleaning a coin is a great way to destroy the coin.

Your Cent is Zinc with a thin layer of copper. The doubling looks like split plate doubling as you can see the zinc. The missing and/or details...
It looks a lot like PMD but the last photo makes me think it's a worn lamination error. Not worth a lot but nice to have. Welcome to CT.
