It needs a quick dip and a through rinsing. Looks too dark to remove it all but it will look better.
I can do a lot more with my collection by not paying that ridiculous high price and buying other coins.
I’m at MS-64 due to the bag marks on both sides. Nice looking coin and without those bag marks an easy 66.
If you look closely you can see displaced metal around most of the hole. It’s damage.

Some coins are hard to find in low grades as they were all saved. Other coins are hard to find to high grades but easy to find in lower grades....
What I see is the same as in the other thread you did on this coin. It’s been damaged. I’ll add that someone had a serious hatred for Roosevelt...
Definitely hard to say for sure but it kinda looks like it is. Once you get her and treat her right it should become easier to see.
Very nice looking coin. I would grade her an AU-58. Looks like there are a few spots with a tiny amount of wear.

It’s nothing more than a marketing ploy to make money. In reality, it’s damage to the coin. As a collector, I have no such interest in them.

Each of them is worth ten cents. The 1999-D is a slight MAD but it’s not worthy any extra money.
