Based on the clockwise direction of the doubling, I am thinking it is either 1DO-003 or 1DO-008 on coppercoins.com. Check for markers, and great find!

I know for a fact there is a 1994 cent rotated 165 degrees. And there are plenty others as well.
It is probably a misaligned die error, where one die is offset just slightly in a direction. They are fairly common errors. keep up the hunt!
I consider rotated die errors to be collectable once they are past 30 degrees or so, although the mint tolerance is somewhere from 8-15 degrees....
