I don't think it can be a spooned coin because the reeding is still there. Spooning would have wiped those out.

The filled P mintmark was caused by a minor die break(the raised part of the mintmark on the die falling off due to heavy use) during the striking...
It is authentic. What I see is a possible plating problem.
I see zinc rot.
That seems like a common place for those die chips/breaks on the '07.
Got it on e-bay, 16.00 bucks. Look up under magnifier. The second one get's in real close, has a light, about the same price.
