I don't think that's a clash. Could be a die gouge or some other anomaly.
Most likely not an off-center, but a misaligned die error, where the dies are not lined up exacty, resulting in a slightly "off center" image on...
The reverse looks like heavy die scratches in and around the memorial. It is likely that there was a clash and the mint was trying to abrade it...
Pics are a bit far, but I can pretty much say with confidence that your coin has a plating bubble that gives the appearance of a doubled ear....
Your coin shows a lot of plating blisters (common on zincolns), as well as environmental damage. Keep up the hunt!
It is most likely re-engraving then, if you are not seeing the doubling as flat and shelf-like. Quite common for the 1940s. Keep up the hunt!
