It is my opinion that unless it's uncirculated or fancy, spend it. The notes appears to be in VG to Fine condition, and a stain on the left side.

I don't tink it's misaligned enough to be considered an error.
I've seen packs of 100 $1 SC's before, but not encapsulated. That's a heavy duty premium ($13.00 per note) to pay for the "cool" factor.
