I can confirm the ERT on the reverse. As for the obverse, I think I see an OS, possibly ANOS, as part of a bigger word.

The condition is pretty rough, but a little easier to see in-hand. I'll search the terms you provided and see what I can get. :)
I don't believe there is an OMM listed for 1983-S. There is an RPM, but your coin isn't it. Keep up the hunt.

Die break in the date. Very common for the year, I have seen them go for a few bucks on ebay.
Again, what I might pay 25 cents for, someone might pay 5 bucks. So it's all subjective.
