I fail to see the doubling on the crosslet of the 4 on your coin. I don't think it's 003, or any DDO for that matter. Do you have pics of LIBERTY?
Sorry, definitely mechanical doubling. Flat and shelf-like; no notching.

It appears to be a plating disturbance. If you check out a lot of cents 1986 and 1987, you will see a similar effect on LIBERTY.
