I thought this was some kind of annealing issue. I've seen plenty of this on coins out of brand new rolls of State quarters.

My thoughts on these are usually some end stock problem resulting in thin or thick planchets. Highly doubtful anyone would fake a common date cent.
There's also a few of the S's with Drapery that fall in there also, but all in all, with such a spread of dates it could still be accomplished...
