Not an error by any definition of the word. It’s a copper coated zinc cent that has blisters that’s causing the coin to rot.
Report it and be done with it. And never buy anything from this seller.

Put a silver coin and a clad coin under a white Kleenex tissue. You can easily tell which one is silver. I posted my complete set a few months ago...
