This may sound dumb but what exactly is a “Judd” collection? What does “Judd” mean? Is it just PCGS slang for “copper pattern proof coin”?

Not if the holder is a counterfeit NGC or PCGS holder they won’t. They’ll only make good on it if it’s a fake coin in an authentic PCGS/NGC holder.

These days even buying graded coins is risky. I’ve seen some really good counterfeits that were almost indistinguishable from PCGS & NGC slabs....
