That’s a very nice business strike. The 1965, 1966 and 1967 all had good strong business strikes.
Someone at the mint polished the die and left scrape marks that are transferred to the coin when struck so it all mint caused damage and not an error.
They may be raised but that is clearly damage. It did not leave the mint looking like that.
The coin itself is zinc and there is a thin copper coating. It doesn’t take much to have it have problems and there are a number of them.

I see 2 things: 1 environmental damage and that is covering a lamination error. Nice find.
That is definitely an S in my book so I think everyone that looked at this coin missed it. That might be from the gold like toning in that area.
Worn does and the 9 took a small hit. It shows easily.

Just remember that there are many kinds of doubling but one one is the type you want. Look at a 1955 DD cent. You can easily see the difference...
