As a guess, technical merit probably puts it in the vicinity of VF20 although the surfaces are in question of course.
Unfortunately, the reason is exposure to environmental chemicals at best, and deliberate destructive experimentation at worst.

No doubt in my mind it's a scan, so no opinion on surfaces is really possible. Technical merit seems to rate XF, though.
To add to this slightly, hold the coin perpendicular to your eyes, and move the light to suit. That's what you'll be doing with the camera.

The explanation - and the Mint confirmed the technique - is that the sandpaper is struck between die and planchet (grit facing the die) to help...
It *looks* that way to me too, but on that background with unknown white balance technique, the color cannot be trusted. That will be the next...

It could well be a blank planchet, but you'll need an accurate (0.01g resolution) weight to have any certainty.

And keep in mind, 63 is a near-insult as a Proof grade. The coin definitely took a heavy grade hit for the marks and haze.
