No it has not been cleaned. Maybe dipped a long time ago but no signs of cleaning. If it was dipped, it looks done correctly.

A counter stamped coin is different from a stamped coin as coins are not stamped.
Don’t have to look it up. Coins are minted, not stamped. Correct terminology is needed.
Any coin that is stamped is a counterfeit.
