I think it was caused by a worn die and it doubled pretty nicely but not a doubled die that you want.
All the issues you see are caused by the cent being zinc and the die being over used.
A nice counter stamped cent. You can even see part of it on the obverse.
Definitely a poor mama doubled die. At my LCS they go for less than $5.00.
