Total disagree.....the know that ICG tends to over grade but that isn't true with ANACS....they are hard on some coins and on ASE they seem hard...
I would guess you mean the mark from the reeding on another coin hitting this one on the 9th ray from the sun?...that is the 9th up from the left...
