Depends a lot of things could happen when its in circulation to cause it to be to light or to heavy it could be struck to thick or to light also...

Did you make sure pcgs accepts and knows this variety if you are doing attribution also?
It might not straight grade with all those spots and the damage on the rim right side obverse its very visible there also appears to be more...

Looked it up the certified coin is legit but I definitely doesn't look like a 67 and it doesn't say its been cac which makes me suspicious about it
carbon spots from improper storage most likely you need to put them somewhere else or yes it will get worse.
