They are struck at private mints.

Maybe, maybe not. You could crack it and soak in a bit of acetone, but I don't think that would get rid of the black. A soak in some xylene might...
It's a type of translucent paper similar to tracing paper.
I think it's better than '60' but I wouldn't crack it out and resubmit it.
