PCGS says RB can be a coin anywhere between 5% and 95% Red. I realize the OP coins are ANACS, but Paddy's coin falls within that range, I'd say....
As far as the patina, well, it gets rid of the green patina. Never hurts anything else in my experience.
I have left copper nickel cents and bronze cents in up to 12 hours. But it usually doesn't take but a few seconds and some light work with a Q-tip.
