To me it looks like a normal zinc cent with a stain. Also looks like a plating blister on the reverse at 9:00.
If the dealer is willing to sell it for two cents he’s doubling his money.

The only thing that looks odd to me is the polish guy on the coin wearing a coonskin hat. I didn’t know they had raccoons in Poland.
All coins have errors. Not a coin minted won’t have an error. That is if you use anything above a 10x to magnify it.
